I actually had no problem whatsoever completing it when I was 50th, but I confess I took a somewhat novel approach to completely the quest that earned me a lot of teasing from the monitoring GMs. Since the paladin reqs are higher now, I'd be inclined to think it should be easier now at 50th than it was back when I did it, but that's just an assumption.

What it means is that if you use all the charges in your weapon, it loses the "holy" status and acts like a mundane weapon. To make it a holy weapon again, you'll have to recharge it two times before you use it again. The first charge will make it capable of being refilled again, and then the second time will recharge it to max. If you have to go through this, make sure you don't accidently use the weapon before you charge it the second time or you'll have to start the recharging process over again.
