Keep in mind that "doing X is evil" is a social construct. No one cares at the potential damage Moon Mages or War Mages cause when punching holes into other planes, but they care if you made a goblin stand up after it died. Upsetting the Immortals, some of whom happily send death and destruction on the population, is bad but upsetting Moon Mage planar fate concepts, some of whom happily send death and destruction on the population, is okay.
Yes, you the player find this stupid. There are lots of things that you might find stupid about societies. You kinda just have to accept it.
A Paladin casting Cage of Light is reckless and a type of sorcery. Just accept it, do mental gymnastics to justify it, or whatever other option works for your character. Asking for definitions to change because they make you uncomfortable is like asking for veganism to not count dairy as bad because you really like cheese plus you have a really good story about how you get along with cows so it should be okay plus no one is going to check to see if you're not eating a tofu substitute for cheese anyway (as opposed to the guy covered in cow blood wearing a leather coat).
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.
