I think that's a good idea. I live in Silicon Valley so I know LOTS of 2nd/3rd generation expatriates and while they can understand a good deal of their parents in their natural tongue, they can't speak it themselves if its to save their hide.
Perhaps this can be the middle ground? Scholarship as requirements to understand a new language, as modified by Wisdom and Intelligence.
Once learned, it takes actually speaking the LANGUAGE and gain experience the same way as smoke image, but the speed in which you learn it is modified by Vocals and Charisma, with Charisma being your confidence and willingness to venture out and practice more complex words and structures without the fear of embarrassment (which in my experience, has greatly hindered a lot of people trying to learn a new language)
